To contribute to the achievement of MDG 1, the reduction of poverty and MDG 3, the promotion of gender equality and empowerment of women in Hoima and Buliisa Districts
To support the access to employment of disadvantaged groups, particularly youths and women, in Hoima and Buliisa Districts, through targeted vocational and technical training and the promotion of local enterprise to supply the workforce and service needs of the burgeoning oil sector
- Facilitating business technical and vocational education training programme.
- Micro- enterprise development to become part of the oil & gas supply chain.
- Linking with local, national and international examples of best practice schools.
- A research project using participatory action research, to explore key issues around training and employment in oil & gas sector.
- Conducting public awareness & advocacy drives about women participation in decision making.
- Avocation training programme for youths, focused on the demands of oil and gas industry supply chain, established and operational through local institutions.
- The emergency of a skilled and effective business sector wherein women and youth enterprises derive income from providing products and services to the oil industry supply chain.
- Women have increased capacity to hold accountable local authorities to address their needs and rights.
- Civil society, in particular youths and women, plays an active role in promoting transparency, accountability and improved social performance in the management of oil sector
- The project has achieved substantial engagement and support from key stakeholders, which is vital for the success of operating in the sensitive context of oil industry development.
- Conducted baseline survey to get baseline data on which to base project activities
- Formed a project advisory panel (PAP) aimed at guiding project intervention
- Have secured MoUs with DLGS in Hoima Masindi and Buliisa, UGAPRIVI, Uganda Association of Oil and Gas Service providers.
- Signed MOU with Uganda Association of Private Vocational Institutions (UGAPRIVI) for policy and technical guidance
- Got clearance from MEMD to implement project activities in the 3 districts mentioned herein.
- Have secured a letter of collaboration with MoGLSD
Business Technical Vocational Education &Training (BTVET):
- A training needs analysis (TNA) to ascertain the status of vocational training institutions as well as selected secondary schools in Hoima and Buliisa was conducted.
- Identified 11 VTIs for collaboration in the training of instructors in Hoima District and 5 in Masindi for placement.
- In view of vocational training, 4 modules for training of trainers (ToT in Knowledge,Visualisation,Evaluation and Skill) have been developed and presented to DIT/UVQF for accreditation.
- Two (2) modules for health, safety and environment (HSE) have been developed in collaboration with MoGLSD and presented to DIT/UVQF for accreditation.
- Delivered two (2) training of trainers (TOT) workshops to 20 instructors (HSE) in Hoima
- Delivered a training of trainers (TOT) for 2 cohorts of 40 instructors from 10 VTIs in Hoima.
- Formed a placement steering committee to advise and monitor the programme.
- Developed a number of tools that are used in assessment of both students and enterprises in which they will be placed.
- Held 3 awareness raising forums with 91 managers of placement areas.
- Identified 125 placement areas (enterprises/firms)
- Supported placement of 635 students for industrial experience (288 for longer placement) and 248 have been monitored and supervised.
Emerging Impacts – BTVET
- The training carried out has transformed the instructors’ methods of delivery in VTIs.
- HSE which was initially non-existent in VTIs is now included on their timetables
Business Development Programme
- Conducted a training needs analysis (TNA) on 80 MSEs in Hoima and Buliisa
- Contracted MUBS Entrepreneurship Centre to facilitate LEU African Urban Enterprise Development Programme (AUEDP). The training course covers business planning, learning local regulations for MSEs, health and safety at work, cash flow management, building business relations and selling your product or service
- Delivered business development training to 5 cohorts of 100 beneficiaries (48 male and 52 female)
- Delivered 5 business clinics where 25 MSE managers/entrepreneurs have received business advisory services to grow their businesses
- Delivered training in records management to 3 cohorts of 60 beneficiaries
- Delivered 13 functional skills training workshops for 330 beneficiaries (64 male and 266 female) in the following areas; briquette making, animal feeds making, commercial cookery, soap/ vaseline making, energy saving stoves and pads making
- Legal registration of businesses. About 4 MSEs have legally registered their businesses
- Improved marketing skills, different business have printed business cards, brochures, fliers, advertising through SMS, DJ mentions
- Business owners are able to produce their own business plans and 32 MSEs out of the 42 visited for monitoring and support supervision had business plans
- Opportunities to compete for and access tenders/contracts has been enhanced
- Improved individual livelihoodsfor women and youth where out of 185 beneficiaries who have been monitored, at least 123 have started making and selling their products.
- Networking and market linkages enhanced for example Buswekera Farm dealing in horticulture and poultry had through Hoima District Farmers Association got contract to supply her products to Tullow Uganda camps and with other MSEs they are supplying to hotels in Hoima including those were training workshops have been conducted.
- Improvement in management skills
- Entrepreneurs have started identifying cheaper sources of finance and access to credit to grow their businesses
